The Mark Carney government is asking the Federal Court to dismiss a lawsuit alleging that Ottawa is failing to meet Canada’s legally mandated greenhouse gas emissions targets.
The legal challenge was filed by environmental organizations and young Canadians who argue that recent changes to federal climate policy have left the country without a credible plan to achieve its 2030 emissions reduction target.
Canada’s 2030 target calls for greenhouse gas emissions to be reduced by 40 to 45 percent below 2005 levels. Government projections have indicated that Canada is not currently on track to meet that goal.
The applicants include Environmental Defence Canada, the Canadian Association of Physicians for the Environment, and young climate activists Marie Maltais, Sophia Mathur and Shirley Barnea. They are asking the court to require the federal government to bring its emissions-reduction plan into compliance with the Canadian Net-Zero Emissions Accountability Act.
The groups argue that Ottawa has weakened or eliminated several climate measures since the current emissions plan was established. They point to the removal of the consumer carbon price, changes to industrial carbon pricing, the repeal of the electric-vehicle sales mandate and the cancellation or weakening of measures targeting oil and gas emissions.
Environmental advocates say the changes could widen the gap between Canada’s current policies and its legally established climate objectives. A progress report released in late 2025 projected that existing measures would reduce emissions by only about 21 to 28 percent by 2030, substantially below the government’s target.
The federal government has defended its broader climate and economic strategy, saying Canada remains committed to reaching net-zero emissions by 2050 while building a cleaner, more resilient economy.
Government officials have declined to comment extensively on the lawsuit because the matter is before the courts.
The case could become an important test of Canada’s Net-Zero Emissions Accountability Act, which requires the federal government to establish emissions targets and plans aimed at achieving net-zero emissions by 2050. The legislation is intended to promote transparency and accountability around Canada’s climate commitments.
The legal dispute also highlights a broader policy tension facing the Carney government. Ottawa has been seeking to expand major energy and infrastructure projects while attempting to maintain Canada’s long-term climate commitments and reduce its economic dependence on the United States.
For environmental groups, the lawsuit is about whether the government can legally maintain a climate target while simultaneously weakening policies that were designed to help achieve it.
The Federal Court will ultimately determine whether the government’s current emissions-reduction plan complies with Canada’s climate accountability legislation.
