Canadian Prime Minister Mark Carney and French President Emmanuel Macron are deepening ties between Canada and France, with the two leaders agreeing to expand cooperation in trade, defence, energy, aerospace, artificial intelligence and other strategic sectors as Ottawa seeks to diversify its international partnerships.
Carney and Macron met on September 20 in Saint-Pierre-et-Miquelon, a French overseas collectivity located off the coast of Newfoundland and Labrador. The meeting focused on strengthening Canada-France relations and building what the two leaders described as greater resilience and security in an increasingly uncertain global environment.
The talks come after Carney spent September strengthening Canada’s relationship with European partners. During a visit to Strasbourg earlier in the month, the prime minister proposed a deeper and more integrated partnership between Canada and the European Union, covering critical minerals, energy, defence industries, artificial intelligence, space, financial services and digital trade.
Carney has framed the European strategy as an effort to increase Canada’s strategic autonomy and resilience, rather than pursuing complete economic self-sufficiency. In his address to the European Parliament, he argued that Canada and Europe possess complementary economic and technological strengths that could create new opportunities for both sides.
The prime minister’s European outreach follows worsening trade relations with the United States under President Donald Trump. The Canada-U.S. trade dispute has involved tariffs and threats of additional economic measures, prompting Ottawa to look for ways to broaden its network of trade and security partners.
Canada’s government says Europe is a natural partner because of shared democratic values, longstanding economic connections and growing cooperation on defence and emerging technologies. The EU is already Canada’s second-largest global trading partner for goods and services, with bilateral trade valued at approximately C$178 billion in 2025, according to the Canadian government.
France also has a significant economic relationship with Canada. The two countries recorded C$15.2 billion in bilateral merchandise trade in 2025, while trade between them has grown substantially over the past decade. France is currently Canada’s third-largest export market within the European Union.
During their latest meeting, Carney and Macron directed their respective space agencies, defence ministries and industries to explore the development and sharing of common space infrastructure, including launch systems and ground reception and control facilities.
The leaders also welcomed a new strategic partnership between the Canadian Chamber of Commerce and CCI France, intended to strengthen business links and diversify trade between the two countries. Cooperation will also expand in defence, aerospace, wildfire management, energy security and artificial intelligence.
The meeting demonstrates how Canada’s foreign and economic policy is evolving as Ottawa seeks to reduce vulnerabilities created by heavy reliance on a single trading partner. At the same time, the United States remains Canada’s dominant economic partner, meaning any shift toward Europe is likely to complement rather than quickly replace Canada’s extensive North American trade ties.
Carney and Macron are expected to continue their discussions in New York during the United Nations General Assembly, while Canada and the EU prepare for further talks on their proposed deeper partnership.
The developing Canada-Europe relationship could become an increasingly important part of Ottawa’s strategy on trade diversification, national security, critical minerals and emerging technologies.
