KYIV, Ukraine — Ukrainian officials have disputed Elon Musk’s allegation that the country’s military violated Starlink’s terms of service by using the satellite internet network to conduct offensive drone strikes, arguing that existing technical restrictions made such operations impossible.
The disagreement comes after disruptions to Starlink and its military-focused counterpart, Starshield, affected Ukrainian military operations and raised questions about the country’s reliance on satellite communications supplied by Musk’s company, SpaceX. The services have since returned to normal operating speeds, according to Ukrainian officials.
Ukraine Challenges Musk’s Allegations
Serhii Beskrestnov, a defense technology adviser to Ukrainian President Volodymyr Zelenskyy, rejected Musk’s claim that Ukraine had used commercial Starlink services for offensive drone attacks.
Beskrestnov said Starlink terminals operating in Ukraine had been subject to speed restrictions that limited their use for long-range and medium-range drone missions. He also noted that the commercial service does not operate within Russian territory.
According to the adviser, these restrictions meant Ukraine could not use ordinary Starlink connections to carry out the types of deep strikes described by Musk.
Musk, who leads SpaceX, said on Saturday that the Ukrainian military had violated the service’s terms by using Starlink for offensive drone strikes intended to kill people.
He argued that the company had closed a loophole that allegedly allowed such activity.
The two sides have therefore offered conflicting explanations of how Starlink was being used in Ukraine’s military operations. Musk maintains that the military violated the service’s rules, while Ukrainian officials say the system’s technical limitations made the alleged use impossible.
Starlink Restrictions Disrupt Military Operations
The dispute follows a period of connectivity problems involving Starlink and Starshield, a military-oriented satellite communications service used by Ukrainian forces.
Earlier in October, Ukrainian officials reported that restrictions on high-speed connections had disrupted some drone missions and complicated efforts to counter Russian aerial attacks.
Ukraine’s military said the restrictions affected operations involving fast-moving drones, while officials warned that unreliable connectivity could interfere with battlefield coordination and air defense.
Starlink has played a significant role in Ukraine’s military communications since Russia launched its full-scale invasion in February 2022. The system has helped Ukrainian forces maintain communications across areas where conventional infrastructure has been damaged or disrupted.
Starshield, meanwhile, has supported military operations requiring more specialized communications capabilities.
The interruptions raised concerns in Kyiv because Ukrainian forces rely on satellite connectivity for coordination, surveillance and certain drone operations. Ukrainian officials said the restrictions had affected missions before the service returned to its previous operating levels.
Satellite Internet Becomes a Strategic Issue
The disagreement highlights the strategic importance of privately operated satellite communications during modern warfare.
Although Starlink is a commercial service, its availability has become closely connected to Ukraine’s ability to maintain communications during the conflict. Any change to access, speed or coverage can have consequences for military planning and operations.
Musk has argued that Starlink is a civilian commercial network and should not be used for offensive strikes intended to kill people. His comments reflect SpaceX’s position on the service’s permitted use.
Ukrainian officials, however, have stressed that the technical restrictions already in place prevented the commercial network from supporting the specific long-range attacks described in Musk’s allegation.
The distinction between Starlink and Starshield is also important. While the two services are related technologically, Starshield is designed for government and military applications, and its operations involve separate arrangements with the U.S. government.
Musk has said decisions concerning Starshield are controlled by the U.S. government, leaving questions about responsibility for the recent restrictions.
Dispute Adds Pressure to Ukraine-U.S. Relations
The controversy has emerged amid wider tensions between Kyiv and Washington over military assistance, diplomatic negotiations and the future direction of the war.
Ukrainian officials have continued to call for support from Western allies, particularly air defense equipment needed to protect cities and critical infrastructure against Russian missile and drone attacks.
The Starlink dispute has added another source of uncertainty for Ukraine, which depends on external technology and military assistance to sustain its defense.
Meanwhile, diplomatic efforts to end the war remain ongoing, with the United States seeking renewed negotiations involving Russia and Ukraine.
For now, Ukrainian officials say satellite connectivity has returned to the levels required for their operations. However, the disagreement over alleged violations of Starlink’s terms of service underscores the risks associated with relying on privately controlled communications systems during an armed conflict.
