Ukraine and Russia Report Cyberattacks on Emergency Alert Apps After False Warnings

KYIV, Ukraine — Authorities in Ukraine and Russia have reported cyberattacks targeting their emergency alert mobile applications, raising concerns about the security of digital warning systems used to protect civilians during the ongoing war.

The incidents occurred late Sunday, November 1, 2026, when users in both countries reportedly received false emergency notifications after unauthorized parties gained access to the applications.

In Ukraine, the country’s air raid alert application temporarily displayed misleading warnings about nuclear radiation, chemical threats and public disturbances in Kyiv. Russian authorities separately reported that hackers had accessed the Emergency Ministry’s mobile application and used it to distribute false information.

The incidents have raised concerns about the potential consequences of cyberattacks against public safety infrastructure, particularly in countries where civilians depend on emergency notifications to respond to military threats.

Ukraine’s Air Raid Alert App Sends False Warnings

Ukraine’s Air Force said the country’s Air Alert application had apparently been subjected to hostile interference after users began receiving unusual notifications.

Some messages falsely warned of high radiation levels in Kyiv, a possible chemical threat and street fighting. Another notification reportedly claimed that Russia had deployed its Oreshnik hypersonic missile.

The messages appeared in Ukrainian, Russian and English, with several containing spelling and grammatical errors. Some also included suspicious links, prompting authorities to warn users against opening them.

Ukraine’s Air Force reassured residents that there was no radiation threat and urged them to remain calm while following official updates.

The application was temporarily suspended as officials investigated the incident and worked to restore its services. Authorities subsequently confirmed that it had been restored overnight.

Ukrainian Authorities Warn Residents Against Fake Notifications

Ukraine’s emergency alert application plays an important role in protecting civilians from Russian missile and drone attacks.

Residents regularly depend on its notifications to determine when to seek shelter and when it is safe to resume normal activities.

The government therefore urged people to rely on verified information from official government channels and other established warning systems while the breach was being addressed.

One of the false messages mentioned a hacking group identified as Hitcore. A Russian Telegram channel claimed that representatives of the group had taken responsibility for the incident, but the allegation could not be independently verified.

Ukraine’s authorities have not publicly established the identity of those responsible for the cyberattack.

Russia Reports Separate Cyberattack on Emergency Ministry App

Hours after the Ukrainian incident, Russia’s Emergency Ministry announced that its mobile application had also been targeted in a major cyberattack.

According to the ministry, hackers gained access to the application and distributed false information to members of the public.

Russia’s state news agency TASS reported that the ministry was working to restore the affected service. However, Russian officials did not immediately identify the attackers or provide detailed information about the extent of the breach.

The ministry reassured residents that the country’s broader emergency warning infrastructure remained operational.

It explained that the mobile application was an additional information service and that emergency notifications continued through other channels, including SMS messages, television and radio broadcasts, municipal sirens and loudspeakers.

Connection Between the Two Cyberattacks Remains Unclear

Although the attacks occurred within hours of each other, authorities have not established whether the incidents were connected.

Ukraine has indicated that its application experienced hostile interference, while Russia has described the attack on its own system as a major cyber incident.

The timing has nevertheless drawn attention to the growing role of cyber operations in the Russia-Ukraine conflict.

Both countries have previously accused each other of conducting cyber operations targeting government institutions, communications infrastructure and other digital services.

However, responsibility for the latest incidents remains unconfirmed, and claims circulating on social media should not be treated as independently established evidence.

Cybersecurity Concerns Grow as War Continues

The attacks highlight the risks associated with relying on mobile applications for emergency communication during armed conflicts.

When warning systems are compromised, false notifications can create unnecessary panic, distract emergency services and make it more difficult for residents to distinguish genuine threats from fabricated information.

The consequences could be particularly serious in Ukraine, where air raid alerts are an essential part of everyday civilian life.

In Russia, the incident has also raised questions about the security of digital platforms used to communicate emergency information to millions of residents.

Cybersecurity experts have repeatedly warned that attacks on public information systems can undermine confidence in official communications, especially during periods of heightened military tension.

As investigations continue, authorities in both countries face the challenge of restoring public confidence in their emergency applications and preventing further unauthorized access.

The incidents demonstrate that the Russia-Ukraine conflict extends beyond the battlefield, with digital infrastructure and public communication systems increasingly exposed to cyber threats.
