Winnipeg Police Suspend Crime Stoppers Use Following Major Data Breach

The Winnipeg Police Service has suspended its use of Crime Stoppers following a significant data breach that has raised concerns about the privacy and safety of people who anonymously report criminal activity.

In a statement released on October 23, 2026, Winnipeg police confirmed that some information related to the city was included in the cybersecurity incident. The service said it would review the available information and assess additional security measures before considering whether to resume using the platform.

The decision follows reports that a cyberattack involving Navigate360, a third-party provider of Crime Stoppers’ tip-management technology, exposed more than 1.5 million crime tips submitted across Canada over approximately 25 years.

Data Breach Raises Privacy Concerns

Crime Stoppers allows members of the public to provide information about suspected criminal activity while protecting their identities. The reported breach has therefore raised serious questions about the security of information entrusted to the organization.

According to reporting by CBC cited by the Winnipeg Free Press, the exposed information included crime tips and unredacted personal details. The full extent of the exposure and its potential impact on individuals remain subjects of concern.

Winnipeg police emphasized that Crime Stoppers operates independently and that its tip-management platform is not connected to the police service’s internal computer systems.

Nevertheless, officials acknowledged that the exposure of Winnipeg-related information required a review to assess possible risks to residents who had previously submitted tips.

Police Offer Alternative Ways to Report Crime

While the suspension remains in effect, Winnipeg residents can continue reporting crime directly to police through alternative channels.

Non-emergency crime information can be submitted through the Winnipeg Police Service’s online reporting system. Residents who have information but are concerned about their personal safety can also contact the police Crime Tip Line at 204-986-6178.

Police said callers may request not to provide personal details over the phone, and those requests will be accommodated where feasible.

Anyone requiring immediate police assistance should call 911.

Police also stressed the importance of protecting people who provide information that assists investigations, particularly when confidentiality is essential to their safety.

Wider Impact on Crime Stoppers Programs

The breach has prompted other Canadian police services to reconsider their use of Crime Stoppers’ reporting platform. Police agencies in cities including Toronto and Ottawa have also announced temporary suspensions while reviewing the incident and available safeguards.

The situation could affect public confidence in anonymous crime-reporting systems, which rely heavily on assurances that tipsters’ identities and information will remain confidential.

For law enforcement agencies, restoring confidence will require a clearer understanding of what information was accessed, who may be affected, and what security improvements are necessary.

Security Review Continues

Winnipeg police said they recognize the important role Crime Stoppers has played in supporting community safety and criminal investigations over the years.

However, the service has made clear that it will review the information available and evaluate the additional safeguards being implemented by Crime Stoppers and its service providers before determining its next steps.

The incident highlights the growing cybersecurity risks facing organizations that handle sensitive information. It also underscores the importance of robust data protection, particularly for services designed to protect the anonymity of people reporting crime.

For now, Winnipeg residents are being directed to contact police through alternative reporting channels while the investigation and security reviews continue.
