KYIV, Ukraine — Ukraine has resumed attacks on Russian oil infrastructure, striking a refinery in Russia’s Ryazan region after President Volodymyr Zelenskyy declared an end to a brief energy truce that he says Moscow failed to respect. The development comes amid growing tensions between Kyiv and U.S. President Donald Trump over Washington’s approach to the war.
The Ukrainian drone strike on Thursday, October 15, 2026, sparked a fire at the refinery, located approximately 300 kilometres southeast of Moscow, according to Russian officials. The attack followed continued Russian strikes against Ukraine’s energy infrastructure.
Zelenskyy Accuses Washington of Undermining Ukraine
Zelenskyy has expressed frustration with the Trump administration, saying he feels betrayed by recent American decisions affecting Ukraine’s military capabilities and diplomatic position.
In an interview with British journalist Piers Morgan, Zelenskyy said the United States remained an important strategic partner but questioned Washington’s recent actions, including restrictions affecting Ukraine’s use of Starlink satellite communications and concerns about access to intelligence on incoming Russian missile attacks.
He also criticised Trump’s agreement with Russian President Vladimir Putin to import Russian diesel, arguing that the arrangement could provide Moscow with additional resources to sustain its invasion.
The Ukrainian president said his country could no longer rely on a truce that did not prevent Russian attacks on its energy facilities. He has maintained that Ukraine is prepared to stop striking Russian energy infrastructure if Moscow halts its own attacks.
Dispute Over Trump’s Energy Ceasefire
Trump announced an immediate energy ceasefire on October 11, saying Russia and Ukraine had agreed to stop attacking energy infrastructure. However, Kyiv and Moscow subsequently disputed aspects of the announcement.
Ukraine reported continued Russian attacks following Trump’s declaration, while the Kremlin maintained that Kyiv had not stopped its strikes on Russian refineries.
The renewed Ukrainian attack is likely to complicate Washington’s efforts to reduce hostilities and could deepen disagreements between Trump and Zelenskyy over how to end the war.
Ukraine Seeks Stronger European Support
Amid uncertainty over continued American assistance, Zelenskyy travelled to Brussels to meet European leaders and discuss additional support for Ukraine.
European Union foreign policy chief Kaja Kallas defended continued backing for Kyiv, arguing that international pressure should focus on Russia as the aggressor rather than force Ukraine to surrender.
Meanwhile, Russian attacks on Ukrainian regions have continued, reinforcing concerns about civilian safety and damage to critical infrastructure.
As fighting intensifies, the collapse of the energy truce highlights the difficulties of securing a lasting ceasefire and the growing diplomatic divisions surrounding the conflict.
