Manitoba Nursing Regulator Censures Two Nurses Over Separate Conduct Concerns

The College of Registered Nurses of Manitoba (CRNM) has issued formal censures to nurses over separate professional-conduct matters, including concerns involving inappropriate behaviour toward students and criticism of the nursing regulator on a podcast.

The cases form part of the province’s ongoing professional-conduct oversight of registered nurses. The CRNM says censures are formal written expressions of strong disapproval or rebuke and can be issued by its Complaints Investigation Committee or Inquiry Committee.

The nursing regulator publishes disciplinary decisions and censures as part of its mandate to protect the public interest and promote accountability within the profession. Manitoba’s complaints process allows the College to investigate allegations of unacceptable professional conduct or practice and, where appropriate, impose disciplinary measures.

The cases involving the two nurses are separate matters. The concerns highlight the professional standards expected of registered nurses, including appropriate conduct, respect for others and adherence to the responsibilities that come with membership in a self-regulated health profession.

A censure does not necessarily mean that a nurse has lost their licence. Under Manitoba’s regulatory framework, the College has a range of powers depending on the circumstances of a case, including imposing conditions, suspending or cancelling registration, and issuing censures.

The CRNM’s publicly available 2026 records list several nurses who have received notices of censure, demonstrating that the regulator continues to use the measure in cases where it determines that formal professional accountability is warranted.

The cases also underscore the distinction between a censure and a finding following a full disciplinary hearing. The College explains that discipline hearings are conducted by an Inquiry Committee panel to determine whether an RN is guilty of the charges brought against them.

The regulator’s actions are intended to reinforce professional standards while maintaining public confidence in Manitoba’s nursing profession.

As the health-care system continues to face staffing pressures and other challenges, professional regulators remain responsible for addressing conduct concerns and ensuring that registered nurses meet the standards expected of the profession.
