Prime Minister Mark Carney’s government is set to table legislation aimed at speeding up federal approvals for major projects, including pipelines and electricity transmission lines, as Ottawa seeks to accelerate investment and infrastructure development across Canada.
The proposed Building Canada Strong Act is expected to change how Ottawa reviews major projects by removing responsibility for assessing many large developments from the Impact Assessment Agency of Canada. The government says the broader goal is to make project approvals faster and more predictable.
The legislation follows months of consultations with businesses, Indigenous groups, environmental organizations and other stakeholders. The federal government received more than 21,000 emails during the consultation process after initially delaying the legislation because of concerns raised by environmental and Indigenous groups.
Earlier proposals also included the creation of so-called economic zones, which could give federal ministers authority to pre-approve certain types of projects within designated areas. The government has been examining ways to reduce regulatory delays while maintaining environmental protections and respecting Indigenous rights.
Ottawa has already taken steps to streamline federal project assessments. On September 9, the government announced amendments to the Physical Activities Regulations under the Impact Assessment Act, saying the changes would help create a faster and more predictable regulatory and permitting system.
The push to accelerate major projects comes as Canada looks to attract investment and strengthen its economy amid ongoing trade tensions with the United States. The government has been promoting infrastructure, energy, mining and other large-scale developments as part of a broader effort to strengthen Canada’s economic capacity.
However, the proposed changes remain subject to scrutiny from groups concerned about environmental oversight, Indigenous consultation and the potential impact of faster approvals on communities.
The government has also adjusted some of its earlier proposals following public feedback. Earlier this month, Ottawa abandoned plans to exempt certain projects from laws protecting species at risk after receiving strong opposition during consultations.
The Building Canada Strong Act is therefore expected to become a significant part of Ottawa’s economic agenda as the government attempts to balance faster project approvals, investment, environmental safeguards and Indigenous rights.
