Europe Turns to Subsidies, Tax Cuts and Policy Changes to Ease High Fuel Prices

European governments are adopting a range of measures, including fuel subsidies, tax cuts and temporary policy changes, as households and businesses struggle with sharply higher petrol and diesel prices.

The measures come as geopolitical tensions, particularly the conflict in the Middle East, have disrupted energy markets and pushed oil prices higher. Governments across Europe are under pressure to limit the impact on consumers while also protecting businesses from rising operating costs.

Several countries have introduced or expanded financial relief. Germany, for example, plans a temporary €0.17-per-litre reduction in taxes on gasoline and diesel beginning October 1, with the measure expected to cost about €2.5 billion.

Spain has also reduced fuel taxes, while other European countries have used subsidies, regulated prices and other forms of support to cushion households and businesses from the energy shock. The European Commission says EU member states have adopted a wide range of emergency measures, including lower taxes and excise duties, energy vouchers and targeted income support.

The European Commission estimated earlier this year that announced national measures to mitigate the social and economic effects of high energy prices amounted to €14.5 billion in budgetary costs for 2026. The Commission noted that about three-quarters of the support was not specifically targeted at vulnerable households or energy-intensive businesses.

The widespread use of price relief has raised concerns about the strain on government finances. The European Central Bank says the latest measures include temporary energy-tax reductions, fuel and transport subsidies, electricity support and VAT reductions in some countries.

At the same time, European governments are attempting to avoid undermining longer-term efforts to reduce fossil-fuel dependence. The European Commission’s AccelerateEU strategy calls for immediate, temporary assistance while accelerating electrification, renewable energy and greater energy resilience.

The challenge for policymakers is balancing immediate relief with long-term energy security. Broad fuel subsidies and tax cuts can reduce the immediate burden on consumers, but they can also be expensive and may weaken incentives to reduce fuel consumption.

As Europe heads toward another period of heightened energy-market uncertainty, governments face growing pressure to keep fuel affordable without creating unsustainable fiscal costs.

The evolving response could shape Europe’s energy policy well beyond the current price shock, particularly as governments seek to reduce vulnerability to volatile international fossil-fuel markets.
