Carney Announces $1.2 Billion Ocean Investment Ahead of Expected Pipeline Decision

Prime Minister Mark Carney has announced a $1.2 billion investment to strengthen Canada’s ocean protection efforts, just days before the federal government is expected to make a decision on a proposed West Coast pipeline.

Carney made the announcement in Vancouver on September 29, saying the new funding will support measures designed to protect marine ecosystems while strengthening Canada’s ability to monitor growing maritime activity.

The investment will expand the Canadian Coast Guard’s marine traffic monitoring capabilities and establish a national marine mammal oil-spill response plan. The federal government also plans to strengthen ocean science, monitoring and preparedness for marine incidents.

The announcement comes as Ottawa approaches a Thursday deadline to decide whether a proposed pipeline from Alberta to the southern British Columbia coast should be designated a project of national interest. The proposed project would transport up to one million barrels of oil per day toward global markets.

The timing has placed additional attention on how Canada intends to balance energy development, trade diversification and environmental protection.

Carney has argued that Canada needs to expand its export infrastructure and reach more international markets while maintaining strong environmental standards. The government has also emphasized the importance of strengthening Canada’s economic and energy independence amid changing global trade relationships.

The ocean investment is particularly significant for British Columbia, where increased shipping activity associated with expanded energy and trade infrastructure could place additional pressure on marine ecosystems.

Earlier Tuesday, LNG Canada announced that it will proceed with Phase 2 of its Kitimat facility, a major expansion expected to double the facility’s capacity. Carney also welcomed TC Energy’s decision to proceed with a second phase of the Coastal GasLink pipeline, which will increase its existing capacity.

The federal government says the new ocean measures are intended to ensure that increased marine activity is accompanied by stronger environmental safeguards and emergency-response capacity.

The $1.2 billion announcement therefore comes at a pivotal moment for Canada’s energy and trade strategy, with the upcoming pipeline decision expected to provide further clarity on the government’s approach to major resource projects and marine protection.
