The South Korean and U.S. militaries have agreed to significantly shorten their annual joint military exercises following President Donald Trump’s order to reduce the scale of the drills, South Korean officials said Wednesday.
The Ulchi Freedom Shield exercises, originally scheduled to run for 11 days, will now end on Friday — roughly half their planned duration. The allies have also agreed to scale back some field-training activities, with certain exercises being canceled or converted into computer simulations.
Trump ordered the Pentagon to “substantially reduce” the exercises shortly before they began, citing their cost and describing the drills as an inappropriate and hostile signal toward North Korea. He also pointed to his relationship with North Korean leader Kim Jong Un and South Korea’s reluctance to support U.S. military operations involving Iran.
The sudden decision surprised officials in Seoul, who said they had not been informed of Trump’s announcement before it was made. South Korean Defense Minister Ahn Gyu-back said the two countries were continuing close consultations to maintain their combined defense posture.
The Pentagon said the adjustments would not undermine U.S. training objectives, emphasizing that the remaining activities would continue to strengthen tactical capabilities and military readiness.
However, defense experts have raised concerns that reducing the exercises could affect the allies’ operational readiness and their ability to coordinate effectively in the event of a conflict with North Korea. The joint drills are considered a central component of the U.S.-South Korea defense alliance.
North Korea has strongly opposed the exercises, describing them as preparations for an invasion. Pyongyang has also warned that it will respond to what it considers threats to its security.
The development comes as Trump signals renewed interest in engaging Kim Jong Un. South Korean officials have expressed hope that Trump’s relationship with the North Korean leader could eventually create an opening for diplomatic talks, while stressing that Seoul must maintain a credible defense capability.
The shortened drills therefore represent a delicate balancing act for Seoul and Washington: pursuing possible diplomacy with Pyongyang while preserving the military readiness that has underpinned their alliance for decades.
