U.S. special envoy Steve Witkoff has met Russian President Vladimir Putin in St. Petersburg as President Donald Trump’s administration intensifies diplomatic efforts to end the war in Ukraine. The October 21, 2026, meeting focused on exploring new proposals for peace and potentially restarting direct negotiations involving Russia, Ukraine and the United States.
The meeting came a day after Witkoff held discussions with Ukrainian President Volodymyr Zelenskyy and European leaders in Oslo, Norway. U.S. officials described those talks as constructive, saying they addressed important elements of a possible peace framework, including security guarantees for Ukraine, postwar economic recovery and European security arrangements.
Witkoff Seeks to Revive Ukraine Peace Negotiations
Speaking during his meeting with Putin, Witkoff said he hoped to discuss the possible resumption of trilateral negotiations involving Russia, Ukraine and the United States.
The envoy said he had brought new ideas for the Russian side to consider, following consultations with Zelenskyy and European representatives. He emphasized that even an agreement on the next steps toward negotiations would represent progress.
Russian presidential aide Yuri Ushakov confirmed that a settlement in Ukraine was part of the meeting’s agenda. Putin’s investment envoy, Kirill Dmitriev, also participated in the discussions.
Despite renewed diplomatic activity, Russia and Ukraine remain divided over the terms of a potential peace agreement. Moscow continues to demand control over the Donetsk region in eastern Ukraine and opposes Ukraine’s membership in NATO. Kyiv, meanwhile, has emphasized the need for credible security guarantees to prevent another Russian invasion.
Russia Releases Detained American Citizen
The meeting also coincided with Russia’s release of Stephen Hubbard, a 74-year-old retired American teacher who had been detained since 2022.
Hubbard was sentenced to nearly seven years in prison in 2024 after Russian authorities accused him of fighting alongside Ukrainian forces. His family and U.S.-based supporters questioned the circumstances of his detention.
Witkoff thanked Putin for Hubbard’s release, describing it as a goodwill gesture that could help support diplomatic engagement between Washington and Moscow. The American was reportedly at St. Petersburg’s airport preparing to return to the United States.
Trump Increases Pressure for a Peace Deal
The latest talks come as Trump continues pressing Ukraine to reach an agreement with Russia. His administration has faced questions from Kyiv and European allies about the direction of U.S. policy and its continued commitment to Ukraine’s defense.
Although the diplomatic efforts have created another opportunity for discussions, no immediate breakthrough has been announced. Both sides remain far apart on major territorial and security issues.
Witkoff’s meeting with Putin represents another attempt by Washington to establish a pathway toward negotiations. Whether the latest proposals can bring Russia and Ukraine closer to an agreement remains uncertain as fighting continues.
