Carney sets October 21–23 Türkiye visit as Canada seeks wider trade ties

Prime Minister Mark Carney will travel to Ankara and Istanbul from October 21 to 23, Canada’s government announced on October 6. The planned visit puts trade, energy and defence cooperation with Türkiye back on Ottawa’s agenda.

The trip is still ahead. It should not be confused with Carney’s July attendance at the NATO summit in Ankara. His office describes this month’s trip as the first bilateral visit to Türkiye by a Canadian prime minister.

What has been announced

Carney is scheduled to meet President Recep Tayyip Erdoğan in Ankara and business leaders and investors in Istanbul. The official agenda includes energy, mining, climate, defence, security and ties between the countries’ populations.

Ottawa says two-way merchandise trade reached C$4.3 billion in 2025, comprising C$1.1 billion in Canadian exports and C$3.2 billion in imports. It also says negotiations towards a comprehensive free-trade agreement began at the July summit. The announcement does not say that agreement has been completed.

The questions beyond the itinerary

The Canadian Press independently reported the planned trip on October 6 and highlighted concerns raised by LGBTQ+ groups about Canada’s response to restrictions in Türkiye. That reporting adds a rights dimension to an agenda otherwise presented primarily through trade and security.

Analysis: For Canadian businesses, meetings can help establish contacts, but they do not themselves change tariffs or procurement rules. Any commercial announcement should be assessed separately: what was signed, which industries qualify, when it takes effect and whether implementing legislation is required.

For workers and consumers, the relevant outcomes are similarly concrete. A diplomatic visit creates an opportunity for agreements; it is not evidence that new jobs or lower prices have already materialised.

What remains unknown

The sources reviewed do not establish a completed trade deal or a final list of business agreements for the trip. Swifte Radio will distinguish confirmed commitments from negotiating aims as further details emerge.
