Parti Québécois Wins Quebec Election With Minority Government as Independence Debate Returns

Quebec has entered a new political chapter after the Parti Québécois emerged as the winner of Monday’s provincial election, securing enough seats to form a minority government and reviving the province’s long-running sovereignty debate.

Paul St-Pierre Plamondon’s party finished with 59 seats in the 127-member National Assembly, short of the 64 required for a majority. The result ends eight years of Coalition Avenir Québec rule and places the sovereigntist party back in government after more than a decade out of power.

A Minority Government With Major Political Questions

The incoming government will have to work with a fragmented legislature. The Quebec Liberal Party is set to form the official opposition, while the Conservatives and Québec solidaire will also hold significant blocs of seats. The PQ will therefore need support from other parties to advance major legislation, budgets and confidence votes.

Independence Debate Returns

Plamondon campaigned on holding another referendum on Quebec independence during a first term, but has said such a vote would not take place before U.S. President Donald Trump leaves office in January 2029. That makes sovereignty a long-term political issue rather than an immediate legislative event.

CAQ Suffers Historic Defeat

The election also delivered a dramatic setback for the CAQ. Premier Christine Fréchette lost her race in Trois-Rivières and conceded as the party was shut out of the legislature.

What It Means for Canada

The PQ victory adds another major provincial challenge for Prime Minister Mark Carney as Ottawa balances national unity, trade pressure and economic uncertainty. For now, the focus will be on the formation of the minority government and how the new premier works with opposition parties.
