Steinbach Blocks Cannabis Plebiscite as Petition Falls Short of Requirements

Steinbach city council has blocked a proposed cannabis plebiscite, preventing residents from voting on whether cannabis retailers should be permitted in the southern Manitoba city.

The decision follows a petition seeking to put the question to voters. However, the petition was found to contain insufficient valid signatures after officials reviewed the submissions.

Reports indicate that some signatures were rejected because petitioners did not provide the required residential addresses. Under Manitoba law, a petition seeking to initiate a municipal plebiscite must meet specific requirements, including identifying petitioners and confirming that they are eligible municipal electors. The legislation requires a petition to be signed by at least 20% of the municipality’s electors.

The rejected petition had attracted significant interest from residents who wanted the city to hold a public vote on cannabis retail. However, the decision means the proposed plebiscite will not proceed through the current process.

The issue is particularly significant because Manitoba law allows municipalities to hold a plebiscite on whether to prohibit or repeal a prohibition on the local sale of cannabis.

The development has generated debate among Steinbach residents, with some expressing frustration over the decision and others pointing to the petition requirements as an important part of the electoral process. Online reactions have also highlighted disagreements over whether the petition process was properly followed.

The decision does not necessarily prevent the issue from returning in the future. Manitoba’s municipal election system provides opportunities for local electoral questions to be addressed through the appropriate processes. The next general municipal election across most of Manitoba is scheduled for October 28, 2026.

For now, however, Steinbach residents will not get a cannabis-related plebiscite through the petition that was recently submitted.

The controversy highlights the importance of following legal requirements when organizing municipal petitions and seeking public votes, while also demonstrating the continuing debate over cannabis retail policy in Manitoba communities.
