A proposed hyperscale data-centre project near Cape Town has become a test of how South Africa balances digital investment with pressure on electricity and water resources.
Campaigners have challenged planning approval for a large facility associated with Equinix, arguing that the project’s resource requirements deserve fuller scrutiny. The dispute is significant because South Africa already hosts the majority of Africa’s data-centre capacity.
The AI infrastructure dilemma
Artificial intelligence is increasing demand for computing infrastructure. More servers mean more electricity and, depending on cooling design, potentially significant water requirements.
That creates a policy challenge for African cities. Digital infrastructure can attract investment, jobs and new services, but it can also compete with households and industry for scarce resources.
The answer is not to reject data centres. It is to make the resource economics visible before approval: expected power load, water demand, backup systems, grid impact, emissions and emergency planning should all be part of the public conversation.
South Africa’s experience could become a useful precedent for Nigeria, Kenya and other African markets now competing for cloud and AI investment.
