Although Gill eventually responded to the complaint in 2018, the delay and inconsistencies in his explanation raised red flags.     Jeremy de Jong, a lawyer for CPSM’s complaints investigation committee, criticized Gill’s conduct, stating, “His actions undermine the integrity of the regulatory process and fall far below the ethical standards expected of physicians.”

    During the investigation, the college uncovered additional concerns about Gill’s practice, prompting audits in 2020. These audits identified widespread issues, including:

    Delayed diagnostic reviews

    Mismanagement of patient documentation

    Improper billing for services, such as claims for family care conferences that never occurred

    As a result of these findings, Gill was placed under supervision to improve his practices. Nicole Watson, Gill’s lawyer, acknowledged the severity of the misconduct but argued that the doctor’s ongoing supervision has led to gradual improvements. “While we’re not at the finish line, the progress so far indicates a course correction and growth,” Watson said.

    The suspension was part of a joint recommendation between CPSM and Gill’s legal team, with a flexible start date to minimize disruption to patient care.

    Additional Complaints and Unethical Practices

    The inquiry also found that Gill frequently provided short-term prescription refills without just cause, creating unnecessary delays and confusion in patient care. Moreover, his slow response to pharmacy requests and piecemeal approvals resulted in fragmented workflows.

    “Gill would split refill requests across multiple days, potentially earning fees for each submission,” de Jong explained, citing this practice as exploitative.

    In 2021, Gill advised a patient to file a privacy complaint against a pharmacist, alleging a breach of personal health information. Although he claimed ethical motives, the inquiry found that Gill’s involvement escalated beyond professional boundaries, hinting at personal animosity. “He made unfounded allegations about the pharmacist’s character and business practices, which suggests an abuse of the complaints process,” de Jong said.

    Conditions and Future Oversight

    While the panel acknowledged that Gill has accepted responsibility for his actions, it noted the lack of consistent accountability throughout the investigation. De Jong described Gill’s behavior as marked by “platitudes and subterfuge,” citing unfulfilled promises of professional growth.

    As part of the disciplinary action, Gill will be required to:

    Complete a professionalism and ethics course

    Compensate Manitoba Health for unsupported claims

    Cover investigation costs to CPSM

    Following his suspension, Gill’s medical practice will remain under supervision with ongoing conditions to ensure compliance with ethical standards.
