The Russian Ministry of Defense has not issued an official statement regarding the latest strike, but previous attacks have been framed by Moscow as targeting “military installations” and “strategic objectives.” However, Ukrainian and international monitors have consistently documented a pattern of indiscriminate strikes on civilian areas.
