Russian drone attacks struck a military hospital, a shopping center, and residential buildings in Kharkiv, Ukraine’s second-largest city, killing two people and injuring dozens. In a phone interview, Trump warned that if he deemed Russia responsible for obstructing peace talks, he would impose secondary sanctions, including a 25-50% tariff on Russian oil, and ban trade with any country purchasing Russian energy.
