Quebec to Enforce Full School Cellphone Ban Across All Grade Levels by Next School Year

Quebec is moving forward with a complete ban on cellphones and electronic devices in both public and private schools, extending from the beginning to the end of the school day, including during breaks. The regulation, which expands on an existing classroom-only ban implemented January 1, 2024, will apply to all elementary and high school students starting next school year.

Each school will be responsible for enforcing the ban, with further details expected from Education Minister Bernard Drainville. The decision follows a recommendation from a special committee studying screen use among youth, which found that devices significantly distract students and impede learning.

The report allows for limited exceptions, such as use for medical reasons, teacher-approved educational purposes, or accommodations for students with disabilities or learning difficulties. The final committee report is due by May 30.

Some institutions, like Collège Charles-Lemoyne, have already implemented full bans, emphasizing the importance of encouraging student socialization and reducing screen addiction. Enforcement typically involves storing phones in lockers and confiscating them if used during school hours.
