Putin Proposes Temporary Administration in Ukraine Amid Ongoing Conflict

Russian President Vladimir Putin has suggested placing Ukraine under a temporary administration to facilitate new elections and peace negotiations, Russian media reported. Speaking in Murmansk, Putin stated Russia supports a peaceful resolution but not at its own expense.

Ukraine and Western leaders view Putin’s remarks as an attempt to stall ceasefire talks without genuine intent to end hostilities. Since Russia’s full-scale invasion in 2022, the war has resulted in massive casualties and displacement.

Meanwhile, negotiations over a U.S.-Ukraine mineral deal continue, with Washington seeking repayment of wartime aid through control of Ukrainian resource profits. The latest proposal offers no security guarantees to Kyiv.

Both Russia and Ukraine accuse each other of violating a U.S.-brokered agreement to halt attacks on energy infrastructure, highlighting the fragility of ongoing diplomatic efforts.
