Nvidia CEO Slams U.S. AI Chip Export Ban to China as “Failure,” Warns of Billions in Losses

Nvidia CEO Jensen Huang has condemned U.S. export controls on AI chips to China as a “failure,” claiming they’ve cost American firms billions in lost sales and accelerated China’s drive for tech self-reliance.

At the Computex event in Taipei, Huang criticized the Biden administration’s AI diffusion rule, which banned advanced chip exports to China. He asserted that the policy’s core assumptions were “fundamentally flawed” and praised President Trump’s approach for recognizing the strategic missteps.

Nvidia’s market share in China has plunged from 95% to 50% since Biden took office. Huang noted that U.S. controls had forced Chinese companies to turn to domestic designers like Huawei, while China aggressively built a homegrown semiconductor supply chain.

Despite restrictions, Huang said AI research continues globally and requires significant infrastructure investment, adding that competition in China is “intense.” He projected China’s AI market will hit $50 billion next year — a massive opportunity lost to U.S. firms under current rules.

Nvidia recently announced a $5.5 billion charge tied to the H20 chip, which was restricted under U.S. export policy. Huang estimated revenue losses from H20 at around $15 billion. The firm is now reworking its new Blackwell chip to comply with U.S. limits.

Meanwhile, China condemned the restrictions as discriminatory, warning of countermeasures and accusing Washington of violating trade agreements.
