Mozambique Elections: Frelimo Expected to Maintain Power Amidst Youth Dissatisfaction and a Strong Challenger

Mozambicans are heading to the polls on Wednesday for a crucial presidential election, where the ruling Frelimo party is anticipated to secure an easy victory despite growing discontent among the nation’s youth. With a median age of just 17, young voters are increasingly attracted to the outsider candidate Venâncio Mondlane, who is shaking up the political landscape and rallying support across the country.

Frelimo, which has dominated Mozambique since gaining independence from Portuguese colonial rule in 1975, has nominated Daniel Chapo, a relatively unknown provincial governor, as its presidential candidate. Notably, Chapo is the first candidate born after independence, having been selected in May to succeed outgoing president Filipe Nyusi.

Frelimo’s main rival, the Renamo party, has historically been its opponent, particularly during the civil war from 1977 to 1992 that claimed approximately one million lives. However, Mondlane, who left Renamo in June to run as an independent after failing to displace its leader Ossufo Momade, has captured the attention of young voters. His dynamic speeches at late-night rallies have garnered enthusiastic crowds nationwide, prompting other candidates to utilize social media and address concerns about renegotiating contracts in the lucrative natural gas and mining sectors.

Analysts remain skeptical about Frelimo losing its grip on power. Borges Nhamirre, a researcher at the Institute for Security Studies in South Africa, notes, “The election is never difficult for an authoritarian regime. The final result doesn’t depend on the voters’ will.” Despite the excitement surrounding Mondlane, Nhamirre cautions that Frelimo could manipulate the election results to diminish his influence and elevate Momade’s standing.

Despite being rich in natural resources such as coal and rubies, Mozambique is currently the world’s eighth poorest country, according to the World Bank, with a GDP per capita of only $608. Efforts to exploit vast natural gas reserves have been hindered by an Islamic State-linked insurgency in the Cabo Delgado province. The country’s economy also suffered a severe setback when $2 billion in hidden “tuna bond” loans were uncovered in 2016, prompting international financiers to withdraw support.

In a country with a rapidly growing population, educated urban youth are increasingly dissatisfied with the current political and economic climate. However, analysts believe the conditions are unfavorable for a significant change. In the 2019 presidential election, Nyusi won 73% of the vote, while Momade secured only 22%.

Anne Pitcher, a politics professor at the University of Michigan, emphasizes the challenges voters face, stating, “They’ve already done the rigging before the election. It’s made it difficult for people to register to vote. In areas where they are strong, they ensure a more comprehensive registration process.”

Concerns about electoral integrity persist, as the Public Integrity Center reported in June that nearly 879,000 of the 17 million registered voters could be fraudulent. In Gaza, a southern province and Frelimo stronghold, the NGO claimed that one-third of registered voters were “ghost voters.”

While Mondlane’s candidacy has energized many young Mozambicans, it has also fragmented the opposition. Independent political analyst Dércio Alfazema notes, “People are not satisfied with the country’s situation, and many voters will vote against Frelimo. However, I don’t think these votes will be enough to remove Frelimo from power.”

As Mozambique prepares for a pivotal election, the interplay between discontent, youthful energy, and established power dynamics will shape the country’s political future.
