Clarence Woodhouse, a 73-year-old First Nations man exonerated in October 2023 for the 1973 killing of Ting Fong Chan, has filed a lawsuit against federal, provincial, and municipal governments, alleging wrongful conviction, systemic racism, and police misconduct. Woodhouse, convicted at 21 alongside three others from Pinaymootang First Nation, served over 10 years in prison based on coerced confessions and a flawed investigation.
The lawsuit, filed Feb. 7 in Manitoba Court of King’s Bench, names the provincial and federal attorneys general, the province, and the City of Winnipeg as defendants. Woodhouse claims negligent investigation, malicious prosecution, and rights violations, including the failure to investigate his alibi and disclose key evidence.
The case prosecutor, George Dangerfield, linked to multiple wrongful convictions, and police practices at the time, including verbal and physical abuse targeting Woodhouse’s Indigenous heritage, are central to the allegations. Despite his exoneration, Woodhouse seeks damages for loss of liberty, reputation, and the humiliation endured due to his wrongful conviction.
