China’s Justification

The Chinese embassy in Ottawa defended the executions, asserting that the individuals were convicted with clear evidence of serious drug-related crimes. Furthermore, the Chinese government does not recognize dual citizenship, which likely influenced the handling of the cases.

Tensions between the two countries have been high since 2018, when Canada detained Huawei executive Meng Wanzhou at the request of the United States. In response, China arrested two Canadian citizens—Michael Kovrig and Michael Spavor—on espionage charges, widely seen as retaliatory actions. Although all three individuals were released in 2021, the incident left a lasting impact on bilateral relations.

This latest development is expected to create further diplomatic challenges, with Canada likely increasing its criticism of China’s human rights policies on the international stage.

Human rights organizations, including Amnesty International, have condemned the executions. Ketty Nivyabandi, head of Amnesty International Canada’s English-speaking division, described the incident as a violation of human dignity and justice. She reiterated the organization’s opposition to the death penalty, calling on the international community to pressure China on its judicial practices.

The Canadian government is now weighing its next steps, which could include stronger diplomatic protests, policy adjustments, or seeking support from allied nations. However, given China’s firm stance on its legal system, the likelihood of policy changes remains low.
