The Alberta Energy Regulator (AER) has approved Northback Holdings’ coal exploration program at the Grassy Mountain site, reigniting debate over coal development in the eastern slopes of the Rocky Mountains. While the AER emphasized that the approval does not constitute permission for mining, critics say the move sets the groundwork for future coal mining operations that could threaten key water resources in southern Alberta.

The Grassy Mountain project, located in the Municipal District of Ranchland, received conditional approval to assess coal deposits and gather samples. Crowsnest Pass Mayor Blair Painter supports the initiative, citing potential economic benefits including 300 jobs. However, Ranchland Reeve Ron Davis and landowner groups oppose it, citing concerns over water quality and long-term environmental impact, especially from selenium discharge—a key reason why the federal government previously rejected a mine at the same site in 2021.

The AER stated that exploration work poses minimal risk to water in the Oldman River basin. However, residents and advocacy groups remain wary, arguing that exploration is a precursor to a full mining proposal.

Community sentiment remains divided, with Crowsnest Pass previously voting over 70% in favor of the project in a non-binding referendum. Meanwhile, Fort Macleod Mayor Brent Feyter stressed the need to balance economic prospects with environmental protection, acknowledging coal’s ongoing role in global industries.

Northback’s exploration permits are valid for five years, with the last three years designated for reclamation. Critics warn of a renewed battle over mining approvals if Northback moves ahead with development applications.
