AI Revolution and Competition: Key Insights from the Competition Bureau’s Latest Report

The Competition Bureau has released its report titled Consultation on Artificial Intelligence and Competition: What We Heard, summarizing feedback from its consultation on artificial intelligence (AI) and its impact on competition. This initiative is part of the Bureau’s efforts to explore how AI influences market dynamics and competition.

The consultation garnered 28 submissions from domestic and international contributors, including individuals, consumer advocacy groups, think tanks, academia, legal experts, industry associations, and major technology companies.

The report highlights four main takeaways:

  1. The rapid evolution of AI technology is reshaping market dynamics, presenting opportunities and challenges for competition across the economy.
  2. Substantial investments in the AI sector, particularly by large incumbent firms, could enhance innovation but may also pose risks to fair competition.
  3. AI has the potential to facilitate anti-competitive practices, raising questions about whether current antitrust laws are sufficient to address these concerns.
  4. Respondents expressed appreciation for the consultation and offered ideas for future collaboration, recognizing the Bureau’s critical role in fostering a competitive marketplace.

The Bureau expressed gratitude to all participants and reaffirmed its commitment to engaging with partners, the global community, and market stakeholders to deepen its understanding of AI-related competition issues.

Matthew Boswell, Commissioner of Competition, stated, “The Competition Bureau needs to be at the forefront of AI and understand its impact on competition across the economy. This consultation was a unique opportunity to gather insights on AI market dynamics and the role competition enforcement and promotion can play. The submissions received will shape our understanding and future work in this space.”
