AI Poses ‘High’ Risk to Canada’s Election, Watchdog Warns

A briefing note prepared for Commissioner of Canada Elections Caroline Simard flags artificial intelligence (AI) as a “high” risk for the current election campaign, citing concerns over disinformation, deepfakes, and election rule violations.

The document, obtained via an access to information request, warns that while AI itself is not banned under the Elections Act, its misuse—such as spreading false information or impersonating officials—could be illegal. Experts highlight challenges in identifying AI-generated disinformation, making enforcement difficult.

Deepfake technology, already used in global elections, has yet to be seen in a Canadian federal vote but remains a growing threat. The report also notes an increase in dark web services offering customized deepfakes, amplifying misinformation risks.

Election officials and cybersecurity agencies caution that hostile foreign actors, including China and Russia, are likely to exploit AI to manipulate public opinion. Meanwhile, concerns grow that AI-driven news avoidance and surreal political imagery could further erode trust in credible information sources.

With Canada largely relying on self-regulation in AI governance and Bill C-27 failing to pass, experts warn of a “regulatory vacuum” that could persist for years.
