Manitoba Ignored 2021 Wildfire Report Before Catastrophic Whiteshell Evacuation

As wildfires forced the closure of Whiteshell Provincial Park, CBC revealed that a 2021 government-commissioned report had warned Manitoba of catastrophic fire risks in the area. The 70-page report outlined ten recommendations to prevent massive loss of life and property but none have been fully implemented.

Local resident Shaun Harbottle, owner of Crescent Beach Cottages and a general store at West Hawk Lake, expressed disappointment, citing broken promises since the 2016 fire.

The current wildfire, which began near Ingolf, Ontario, prompted an unprecedented full evacuation and local state of emergency as flames crossed into Manitoba, swelling to 27,000 hectares.

The report, titled “Whiteshell Provincial Park Wildfire Management Strategy,” highlighted vulnerabilities including one-lane roads, dense forests, and limited water access. Simulations identified Falcon Lake, Rennie, and Pointe du Bois as highest risk areas due to escape route limitations.

Recommendations included formalizing safety zones, alternative evacuation routes, and adopting FireSmart principles. Government officials claim work is ongoing, though few specifics have been shared.

Wildfire scientist Mike Flannigan supported the report’s findings, stressing the need for multiple escape routes despite high costs.
