Grigory Melkonyants, the head of Russia’s only independent election watchdog, Golos, has been sentenced to five years in a penal colony after being convicted of collaborating with an “undesirable organization.” The 44-year-old was arrested in August 2023, and despite pleading not guilty during his trial, he was found guilty on charges related to his involvement with the Montenegro-based European Network of Election Monitoring Organisations (ENEMO), which Russia had declared “undesirable” in 2021.
The case has drawn widespread criticism from human rights groups, who view it as part of Russia’s ongoing crackdown on civil society, which has escalated since the country’s invasion of Ukraine in February 2022. Melkonyants, speaking from the courtroom, urged supporters not to be disheartened by the verdict. Golos, which has long opposed election fraud, has been a thorn in the side of the Russian government since it first exposed election irregularities during the 2011 parliamentary elections and the controversial 2012 presidential vote that saw Vladimir Putin secure a third term.
Despite being designated a “foreign agent,” Golos has continued its mission to monitor elections in Russia. The organization has long been vocal about the corruption in Russia’s electoral system, especially in the 2024 presidential election, which it described as the “most fraudulent and corrupt” in the nation’s history.
Golos co-chair Stanislav Andreichuk emphasized that Melkonyants’ trial and conviction should matter to the global community, as the organization’s efforts represent a fight for democracy in Russia. He warned that Russia’s authoritarian regime threatens not only its own citizens but its neighboring countries as well. Rights group OVD-Info reports that more than 1,600 individuals are currently imprisoned on political grounds in Russia, with many facing charges related to anti-government activities.
The Kremlin has maintained that Russia’s laws must be upheld to protect the country from perceived subversive activities, though it has not commented on individual cases like that of Melkonyants.
