Zelenskyy Says Russia Continues Attacks on Energy Facilities Despite Trump’s Ceasefire Claim

Ukrainian President Volodymyr Zelenskyy has accused Russia of continuing attacks on Ukraine’s energy infrastructure despite US President Donald Trump’s announcement that Moscow and Kyiv had agreed to an energy ceasefire.

Speaking at the Warsaw Security Forum in Poland on Monday, October 12, 2026, Zelenskyy said Ukraine had not received official details of the proposed agreement and had not seen confirmation that Russia had accepted it.

Trump announced the purported ceasefire on Sunday through a social media post, declaring that both countries had agreed to stop attacking energy facilities with immediate effect. However, the announcement provided few details about the arrangement, and the Kremlin had not publicly confirmed its participation.

Russian Strikes Continue Across Ukraine

Zelenskyy said Russian forces continued targeting Ukrainian energy facilities following Trump’s announcement, including a combined heating and power plant in Kharkiv, one of Ukraine’s largest cities.

Ukrainian officials also reported attacks on energy infrastructure in Kyiv, a gas production facility and a civilian petrol station.

The continued strikes have raised concerns about the proposed ceasefire’s effectiveness, particularly as Ukraine prepares for colder weather, when millions of residents depend on electricity and heating to maintain basic living conditions.

According to Zelenskyy, Russian forces carried out more than 200 attacks on Ukraine’s energy-generating facilities during the preceding week, alongside 17 strikes targeting oil and gas installations.

Ukraine Signals Willingness to Support Ceasefire

Despite the continued attacks, Zelenskyy said Ukraine was prepared to respect an agreement halting strikes against energy infrastructure if Russia committed to the same conditions.

He argued that a ceasefire must apply equally to both countries rather than require Ukraine to suspend its attacks while Russian forces continue targeting Ukrainian facilities.

The Ukrainian president also called on Washington to secure Moscow’s cooperation and provide clear terms for implementing the proposed agreement.

Russia had not publicly responded to Trump’s announcement as of Monday, leaving uncertainty over whether a formal arrangement would be reached.

Trump’s Announcement Raises Questions

Trump’s declaration has renewed questions about the diplomatic process surrounding the war, which began with Russia’s full-scale invasion of Ukraine in February 2022.

The US president previously announced a similar understanding concerning attacks on energy infrastructure in September, but that proposal did not develop into a confirmed, lasting agreement.

European Union foreign policy chief Kaja Kallas also expressed doubts about whether Russia would honour the latest proposal, stressing the importance of protecting civilians alongside energy facilities.

As diplomatic discussions continue, Ukraine faces the challenge of protecting critical infrastructure while seeking guarantees against further attacks. Whether the proposed ceasefire can become a functioning agreement will depend on clear terms, mutual commitment and Russia’s response.
