Prime Minister Mark Carney says an enhanced partnership between Canada and the European Union will be brought before Parliament for debate and a final vote, as Ottawa moves to deepen its relationship with Europe amid strained Canada-U.S. relations.
Speaking in Strasbourg, France, Carney said Thursday that Canada is not seeking full membership in the European Union. Instead, Ottawa is considering a deeper form of cooperation with the 27-member bloc, with the exact terminology for the arrangement still being finalized.
The announcement follows European Commission President Ursula von der Leyen’s proposal for Canada to become the EU’s first “associate member.” Carney welcomed the ambition for a stronger Canada-EU alliance, while emphasizing that the substance of the proposed relationship matters more than what it is ultimately called.
The proposed partnership could expand cooperation in areas including critical minerals, defence, artificial intelligence, energy security, advanced technologies and financial services. Canadian and European officials have also discussed closer cooperation on trade and digital commerce.
The initiative comes as Canada continues to navigate difficult relations with the United States. U.S. President Donald Trump has criticized the prospect of closer Canada-EU ties, describing potential associate membership as a “hostile act” and threatening additional tariffs against Europe.
Carney, however, has rejected the idea that stronger ties with Europe would necessarily come at the expense of Canada’s relationship with the United States. He has argued that greater cooperation with Europe could make Canada a stronger and more effective partner for Washington.
Canada has already been deepening its relationship with the EU. Ottawa says the bloc was Canada’s second-largest trading partner for goods and services in 2025, with two-way trade valued at about $178 billion. Canada also joined the EU’s Security Action for Europe initiative in February 2026.
The proposed arrangement will now move into the Canadian parliamentary process, where lawmakers will have an opportunity to debate and vote on the government’s approach.
The development marks another significant step in Canada’s efforts to strengthen economic, security and diplomatic ties with European partners while maintaining its longstanding relationship with the United States.
