A 26-year veteran of the Vancouver Police Department (VPD) has been arrested and charged with multiple offences following a more than two-year investigation into alleged fraud, theft and breach of trust involving housing developments.
Police Chief Const. Steve Rai confirmed Friday that Kalwinder Singh Dosanjh, 50, was arrested on September 3 and taken into custody. Provincial Crown prosecutors have approved four counts of fraud over $5,000, four counts of theft over $5,000 and one count of breach of trust.
Police say the alleged criminal conduct occurred between 2017 and 2025, with victims reporting combined losses of more than $3 million. Authorities have identified 19 victims so far, although investigators believe the number could increase as the investigation continues.
The VPD said it first received information from multiple alleged victims in December 2023. Following an assessment of the allegations, a dedicated investigative team was established to examine Dosanjh’s activities.
Police said the investigation relates to housing developments, although officials have not released extensive details about the specific transactions because the matter is now before the courts.
Dosanjh is also known for founding Kids Play, a charitable foundation based in Surrey. According to information associated with the organization, he previously worked in several areas of policing, including undercover operations, financial crime and drug investigations.
Following his arrest, Dosanjh was suspended from the Vancouver Police Department, removing his policing powers. His service weapon has also been seized as the criminal proceedings move forward.
Chief Rai described the allegations as “deeply concerning” and said the conduct alleged against Dosanjh does not reflect the values of the Vancouver Police Department.
The chief also acknowledged the 19 identified victims, praising their cooperation and determination to seek justice. The VPD has established a dedicated phone line for anyone who may have additional information related to the case.
Dosanjh faces the charges alongside Sarabjit Singh Gill, 51, of Surrey, according to online court records.
The case has raised concerns about public trust in law enforcement, particularly because of the accused officer’s lengthy career and previous assignments involving financial crime investigations.
Police have emphasized that the allegations remain allegations and that the accused is entitled to due process as the case proceeds through the courts.
