The rescue operation, involving multiple emergency teams, unfolded Monday afternoon near Beeler Canyon Road. Zhou had been reported missing since April 3, last seen on March 25 in San Diego.

Authorities traced her phone to the storm drain area, where rescuers heard moaning. Firefighters entered the stormwater system—classified as a confined space—and located Zhou uphill from their initial search zone. The effort involved crawling through narrow passages and using rope systems to access the underground location.

Although details remain scarce, the situation highlights critical safety and environmental concerns surrounding stormwater systems and public accessibility to urban infrastructure. Officials said Zhou may have entered through a storm drain outlet, as no disturbed manhole covers were found.
