Family of Manitoba Teen Fatally Shot by RCMP Files Lawsuit Alleging Excessive Force and Negligence

The family of Conor Rae, an 18-year-old fatally shot by RCMP in Portage la Prairie, Manitoba, is suing two officers and the federal Crown, claiming excessive force and negligence led to his “tragic and wrongful death.”

According to the lawsuit filed in Winnipeg’s Court of King’s Bench, Rae was killed shortly after 1 a.m. on May 24, 2023, following a domestic disturbance report. The claim alleges RCMP officers escalated the situation dangerously, using a stun gun twice, entering his apartment without a warrant, and ultimately shooting him multiple times with the intent to inflict grievous harm.

Rae, who had recently moved back to Manitoba to work and save for post-secondary studies, had no prior police involvement. The family contends officers failed to de-escalate the situation or use non-lethal options and acted in a manner that disregarded Rae’s safety and life.

The Independent Investigation Unit of Manitoba previously concluded the officer involved would not face charges, stating Rae had threatened his girlfriend and was holding a shard of glass during the altercation. However, the lawsuit argues the death was preventable and blames inadequate training, a flawed response, and the failure to properly assess the situation.

The family seeks compensation under The Fatal Accidents Act for funeral costs and emotional damages. None of the claims have been proven in court.
