Regina Public Schools Upholds Gender-Inclusive Change Room Policy Amid Provincial Directive

Regina Public Schools has reaffirmed its commitment to gender inclusivity as the Saskatchewan government directs school divisions to develop and publish their own change room policies by June 30, 2025. This decision marks a departure from Premier Scott Moe’s earlier campaign promise to restrict access to change rooms based on biological gender. Instead, the government has opted to allow divisions to shape policies that ensure dignity, comfort, and safety for all students without provincial mandates on the specifics.

Mark Haarmann, Director of Education at Regina Public Schools, expressed satisfaction with the province’s approach, emphasizing that local boards are best positioned to address the needs of their communities. Regina Public Schools’ existing administrative procedure, implemented over a year ago, permits students to access change rooms that align with their gender identity. The policy, which is available online, also provides gender-neutral and private options for students seeking additional privacy.

Haarmann highlighted that the policy has been effective, with minimal issues reported. He explained that the division’s approach was developed through consultation with students, parents, and staff, ensuring it reflects the values of the Regina community. While there was initial concern about reconciling Premier Moe’s earlier statements with human rights expectations, Haarmann commended Education Minister Everett Hindley for adopting a balanced approach that prioritizes student safety and human rights.

Other school divisions in Saskatchewan are also working to align with the provincial directive. Regina Catholic Schools has stated that its procedures already comply with the Human Rights Code and the Charter, while Saskatoon Public Schools confirmed it has an administrative procedure in place that ensures safe and private facilities for all students. Greater Saskatoon Catholic Schools is in the process of developing its policy to meet the new requirements.

Regina Public Schools has pledged to review its current procedure to enhance transparency and ensure full compliance with the provincial directive. The division views this as an opportunity to reinforce its leadership in fostering inclusive and supportive school environments.
