In a strategic shift, Meta, the parent company of Facebook, Instagram, and Threads, announced on Tuesday it will discontinue its U.S. fact-checking program. The company plans to replace it with a community-driven initiative similar to “Community Notes,” the user-driven fact-checking system implemented on Elon Musk-owned X (formerly Twitter).

A New Approach to Moderation

Under the new model, users will have the ability to flag posts they find misleading and provide additional context, reducing reliance on independent fact-checkers. Meta’s Chief Global Affairs Officer, Joel Kaplan, outlined the rationale behind this change in a blog post, emphasizing the need to prioritize free expression.

“Experts, like everyone else, have their own biases and perspectives. This showed up in the choices some made about what to fact-check and how,” Kaplan wrote. “A program intended to inform too often became a tool to censor.”

Meta also plans to end its practice of demoting fact-checked content. Instead, flagged posts will display a label indicating additional information is available, moving away from intrusive full-screen warnings.

Inspired by X’s Community Notes

Meta’s leadership acknowledged the success of Community Notes on X, where user contributions add transparency to potentially misleading content. Kaplan expressed optimism about the new system, stating, “We’ve seen this approach work on X — where they empower their community to decide when posts are potentially misleading and need more context.”

The rollout of Community Notes will begin in the U.S. and is expected to expand internationally by the end of the year.

Political and Cultural Shifts Influence Meta’s Decision

Meta CEO Mark Zuckerberg attributed the policy change partly to evolving political and cultural dynamics, including Donald Trump’s election victory. In an online video, Zuckerberg described recent elections as a “tipping point” that underscored the importance of prioritizing free speech.

Over the years, Meta has faced criticism for errors in content moderation and perceived censorship, leading to frustration among users. Kaplan acknowledged that managing content at scale had become increasingly challenging, stating, “We are making too many mistakes, frustrating our users, and too often getting in the way of the free expression we set out to enable.”

Moving Forward

As Meta transitions to this user-driven system, the company aims to refine the Community Notes feature throughout the year, ensuring it is ready for global expansion. With this move, Meta hopes to empower users, promote transparency, and strike a balance between moderating content and protecting free expression.

By adopting a model already proven on X, Meta signals a significant shift in its approach to content moderation, one that could reshape how misinformation is addressed on major social media platforms.
